John M. Connelly, JD is the Director of Research and Grants for the Council of State Administrators of Vocational Rehabilitation (CSAVR). He has over 30 years’ experience in the public VR Program. Since joining CSAVR in July of 2009, he has worked on grants examining the provision of vocational rehabilitation services to individuals with disabilities and business to identify ways to improve these services and outcomes for said individuals and businesses. Connelly also assists with the legislative work of the organization. He coordinates an on-going training program for new state VR Directors. He supports both the VR Attorney and the VR Hearing Administrators Networks. He responds to member queries and regularly contributes to the CEO’s weekly report to members. Connelly supports assigned CSAVR standing committees and serves as CSAVR’s primary staff liaison to SSA. Connelly began his work in the public VR Program when he joined the Ohio Combined VR agency in 1980. He served on a variety of posts including general counsel, deputy director, and finished as the Executive Director of the Ohio Combined VR agency, responsible for the day-to-day operations of the agency with over 1,350 staff administering the public VR Program.
